Your processor shouldn't reach 90c with your AIO Liquid CPU Cooler. Something is making your processor run at almost to the point overheating. Both of those prices are exactly in-line with Intel’s competitive offerings. Motherboard maker monitor apps use more resources than say HWInfo does. My 3700xt idles at 35-40c, up to 74-76c under load. And this is an allcore o/c @ 4.3ghz with a 1.256 undervolt. Gigibyte's SIV (monitor software & fan control) software will have the cpu hit 48-49c when open, where HWInfo will see below 40c. Ambient temperatures were around 25°C.
